backport: revert explicit ordering for CMS dashboards bootstrap items

Since REPO-1029, when having sequence numbers with same value, still deterministic ordering is done as nodes are ordered by name after sequence numbers. Hence, we do not need explicit ordering any more. We backport, as this explicit reordering requires complete reload on startups of those items, which is not desirable from 7.9.1 --> 7.9.xx or 7.10.xx
