Improve javadoc, remove methods that were for internal usage only

Original Description - Client uses CMS 7.7 and would like to know if it's possible to backport CMS7-6422

Final description and closing comments - Intially this issue was created with the title - Backport CMS7-6422 to 7.7 (unlock node capability in console), but fixed in CMS7-7338. That led to some confusion. Moreover there are some commits in trunk for java doc improvement which are correct.
Now the incorrect commits are reverted, the correct commits related to javadoc is still in there. So I am changing the summary to reflect the correct commits. And closing this issue as fixed. PLEASE DO NOT REOPEN THE ISSUE.
