PropertiesPanel height should be larger when it contains many fields

Currently when the propertiesPanel in the template composer contains a large amount of items the propertiesPanels' height is not big enough to contain all items. On some terminal the Save and Cancel buttons disappear, causing confusion to users.

IMHO is it desired is that the PropertiesPanel scales so that is contains all field and the buttons.
