Regression: Todo list doesn't refresh automatically

To see changes in the todo list, a browser refresh is needed (F5). The history list does update.

To reproduce:

• In one browser, log in as editor
• In another browser, log in as author, and do a publication request
• In the first browser (editor) wait until the message appears that the author has done a publication request

Expected: The todo list is updated, and shows the new publication request
Actual: The todo list is not updated. Not even when processing items on the list (like accepting another request) changes the list.
