"Delete user" option should not be available when "User creation" is disabled

    Description

      1. In console - configure the user.creation.enabled property on the ListUsersPlugin (/hippo:configuration/hippo:frontend/cms/cms-admin/users)
      2. Login to CMS and navigate to Control panel >> Users >> click on any user

      Issue - Create user is not available but Delete user option is still available (refer screenshot)
