Put dependencies between hippo projects to the latest snapshot versions

Dependencies between cms, repository, packages, etc are defined on the tag. Dependencies between these projects must be on the latest snapshot. Perhaps excluding dependencies of hst and cms on repository. As pointed out by Frank, for faster build times these may be put on the tag. The release pom then does the integration to the latest and greatest combination of projects.

Anyway, as far as I can see, for this issue the release pom must be updated, the hippo-packaged pom. In the future, when the forge plugins are migrated to the core cms suite, the root poms of these plugins must also be updated, or at least a common root pom, if we have one.
