multi user - Edit option is not shown for a document when "Author" sends request publish or schedule publish.

1. Login using author.
2. Select a document to edit.
3. Completing the edit, send a publish or schedule publish request.
4. Login using admin or editor
5. Select the document to be approved
6. Edit option is not shown to Admin or Editor.
