Ordered nested compounds do not function as expected with up/down/delete

Reproduction path:

• Use the 2.12.13 quickstart
• Goto configuration
• Add new compound type called 'contentblock'
• Add string field to it
• Add custom compound 'address' to it.
• Mark the added address compound as multiple and ordered
• Save
• Update all content
• Add new document type
• Add string field
• Add custom compound type 'content' block
• Mark as multiple and ordered
• Save & update all content
• Create a new document
• Now change one of the street nr field from 0 to 1.
• Press the 'up arrow' of the compound block

You will see now that the address is being moved instead of the entire compound and this is incorrect.
