WAR overlays with target paths do not work.

    Description

      WAR overlays with target path definition (<targetPath></> in the pom.xml) do not function with older maven-war-plugin releases.
      TargetPath, even though recognized option, is not functioning as expecting in maven-war-plugin version 2.0.
