A rejected article should go back to the author with a comment

    Description

      When an editor rejects an article he/she has a reason. He wants to explain why he's not accepting the request (with a comment) and send it back to the author.

      The author can read the comment, react on it and ask for a new request of publication.
      In the attachment there is a screenshot of CMS 6.

      Ideally, request for publication should also provide a way to add comment.
