Only in case selected project is a developer project load unpublished document types

    Description

      With CMS-14265, only one developer project will be marked as including dev doc types. In HstRequestContext, the developer object converter is used in case the selected project is other than the core project.(CMS-14382). This behaviour needs to be enhanced and developer object converter is used only when the developer project which is set as including dev doc types is selected.

      Note

      This issue is blocked on ENT-2285 in which we'll move the project service api to community shared api
