Tools: add plugin to tell user if the CMS version in root pom is EOM/unsupported/etc

It's currently impossible to know the supported state of brXM without knowing
1. How to get to the release notes documentation

2. Finding your specific version in root pom and searching for that in the release notes.

A quality of life improvement would be to notify the user that their version is out of date, deprecated, EOM, etc when they build the project.

This gives a better user experience and shortens the time to get to the correct version because it sets user expectations (less debugging, head scratching)
