Add possibility to have configuration subfolders (configuration structure)

Reported by client:

We have a big problem with structuring our
/hippo:configuration

The handling and resolving specially of :
/hippo:translations
/hippo:queries/hippo:templates/
/hippo:modules/validation/hippo:moduleconfig

is more than disappointing!

For example we have 200 hippostd:templatequery, one for each doctype and folder.
I wanted to bring some structure into this and wanted to package the queries in hipposys:queryfolder with components names in order to
better identify which query belongs to which component.
