Support single development project on document type editor

    Description

      On document type editor, we don't want to allow any changes to the “core” version of the document types at all, so that all edits are forced to go through the full projects workflow.
       
      In addition to that when the review of the project is started, the project goes into a review state. In the review state, any change on a document type is not allowed in that project(branch).
