No icons for publish requests

Steps to reproduce:

1. Login as an author
2. Go to the HAP channel
3. Select the XPage menu item

Expected result:

Publish (request) and Take offline (request) have icons before the text, as Publish and Take offline actions for webmaster

Actual result:
