Allow ProxyFilter to dynamically switch between static and proxied resources

Currently, the ProxyFilter will only work if the development-server is running. With some code changes, it should be possible to fallback to the static jar resources in case the dev-server is not running.

This way we can start our projects by default with all the proxy configurations available, and switch on dev-server on runtime when required.
