Taxonomy: add an option to leave category name empty if not changed

Currently, we always populate (copy original name) for locales that are not filled in (empty). We should have an option to leave name field empty so that end user doesn't need to delete it and value is not saved when saving taxonomy.
In addition, required label should only be removed (at least for locales where it is not required, haven't checked if default locale is required yet)
