Application layout should be in separate package

The customized layouts for an application ("cms", "cms-deque") should be contained in a separate package. In general, frontend plugins should ship with a functional layout that is overridden in an application-specific addon. It would be possible to use several layouts for the same plugin by supporting Wicket "variations".
