Released CMS should not run in debug/development mode

1) The console and cms show a 'wicket ajax debug' link
2) While starting up wicket logs the following to the console:
WARNING: Wicket is running in DEVELOPMENT mode.

Right before the release the link should be removed, and wicket should run in production mode
Right after the release this should be undone.
