Fix resize issue for HST config editor wireframe

The current implementation of Hippo.ChannelManager.ExtWireframe fails to correctly resize its children once the entire wireframe is reloaded, e.g. when the new dropdown is used in the HST editor perspective.

It should also be linked-to-parent in configuration and scrollbars are not needed anymore.
