Overlay component elements are doubled for client side rendered SPA

Scenario:

1. In HAP go to CSR SPA channel and add new banner component.
2. Go bach to channel overview and then open CSR SPA channel again.
3. Investigate the number of .hippo-overlay-element-component elements.

Expected behavior: the number of hippo-overlay-element-component elements on the page should be equal to the number of components.

Current behavior: the number of hippo-overlay-element-component elements is two times

more than the actual components. 

Note that after adding a new component to the page those numbers are equal but after closing and opening the channel again it is doubled for the elements. Also, the issue is not reproducible for SSR channel.

The issue is the result of fixing CMS-12083
