Cannot use mouseclicks to scroll left panel

In CHANNELMGR-1765 the left side panel was made resizable but now the resizing blocks scrollbar.

It's not possible to scroll a list by mouse click, see
Hovering the mouse over the scroll bar shows the splitter/resizer icon

There's a comment in CHANNELMGR-1765

...the scroll bar is now placed below the drag bar and cannot be used to click and scroll the list. So somehow the handle must be placed at the right of the scrollable panel.

which describes the same but despite further comments it's not fixed
