Authors can request publication of a document

Authors can request publication of a document
Click Publish button to open a confirmation dialog. OK calls the REST endpoint and shows a toast "Publication requested for '<document name>'" when done. The toast does NOT includes a 'Cancel' option. Instead, a grey panel in the right-side-panel is shown with the following message:

Document not editable

The document is waiting to be published.

                               CANCEL REQUEST

The CANCEL REQUEST button cancels the request and reopens the document in the Visual Editor.

The bottom bar shows only a 'CLOSE' button that closes the panel, and a disabled SAVE button.

Note: the above message is only shown to the author that created the request. Other users (including other authors) get the current 'error' message with a red background:
