No dialog after pressing esc if right side panel not specifically focused.

1. Go to CC step 2.

2. Press escape.

Problem: no confirmation dialog.

Expected: confirmation dialog waits for action.

3. Click right side panel.

4. Press escape. -> note that confirmation dialog appears.

5. Click dialog cancel.

6. Press escape again. 

Problem: no confirmation dialog.

Expected: confirmation dialog waits for action.
