Limit behaviour for authors

In dial buttons, show only options relevant (and permitted) to authors. From the solution description:

Webmasters can change components parameter while authors cannot. Authors can therefore only use the new buttons to:

• Edit existing content.
• Create new content as long as it does not update a component parameter.

As a result, authors will never see the hover menu. They will only see a 'create' button when it is not associated with a component parameter.
