Rich text toolbar animates unnecessarily after picker is closed

The (shared) toolbar of rich text fields in the right side-panel animates when a picker dialog is closed. That is not necessary, and distracts the user (your eye automatically goes to the animating panel instead, yet you want to focus on the field in which you changed something).

Steps to reproduce:

1. Open a document with a rich text field that already contains an image
2. Select the rich text field. The toolbar slide in from the top.
3. Double-click on the image. The image picker dialog opens.
4. Click 'Cancel' in the dialog. The dialog disappears.

Expected: the toolbar stays visible and does not animate

Actual: after the dialog has been closed, the toolbar performs the slide-from-top animation again.

When working with picker dialogs a lot, these unnecessary animations quickly become annoying.
