Enable/disable Publish & Discard options on the Channel menu (instead of hide/show)

Currently the Publish, Submit changes (currently called Confirm), Discard and Manage changes options on the Channel menu are hidden when there are no changes. 
However, on drop-down menus all options must remain and be disabled when not relevant.
