Leverage handle document workflow

The workflow on documents is, with REPO-904, based on handles instead of variants. Leverage this functionality by consolidating the workflow plugins.

The workflows plugin should instantiate a plugin per category, if the category supports handle configuration. For backwards compatibility, it would be nice if the former behavior is still executed if there is no handle workflow.
